AI Chatbots Deliver ‘Misleading and Partial’ Voting Advice, Claims Netherlands Regulator

AI assistants are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democracy just over a week before national elections.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants evaluated by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator explained in a report released ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the voter’s query exactly matches the stances of these parties, the report pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance

The deputy head of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their political views, she added.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”

Election Context and Party Dynamics

The Dutch head to the polls on 29 October in an electoral contest that will be closely watched across the continent for the performance of the Freedom party.

The right-leaning group of Geert Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with many voters still undecided.

Every significant political faction have ruled out an alliance with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to AI Operation

The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
