Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are conducted: positive announcements are delivered from multiple capitals. Considerable effort is expended on managing specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from across the border, a capability afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching cruise missiles streaked across the sky – sophisticated military planes delivered to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems activated: several firings fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: perhaps the approaching threat won't cause damage this time, protecting urban areas from devastation and additional electricity failures.
Continuous Dangers
Following this, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a defensive team – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.
With pauses, this continued until dawn. Kyiv greeted the early updates: seven people killed, devastation and infrastructure problems in many homes as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on external assistance – a need that neighboring countries are clearly incapable to replace in the short term.
Unsuccessful Negotiations
The 28-point plan from American leadership generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new approach from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, undoubtedly, persist.
Political Considerations
It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a premise understood by international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration believes that it is unfeasible to pressure the Kremlin to abandon the territory that it already controls in Ukraine's south or east.
The issue is that while acknowledging this situation, Washington does minimal to deter Moscow, through words or deeds, from thinking that the current condition will not evolve additionally in its advantage in the coming year.
Opposing Positions
Therefore, Moscow is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but averting a entire defensive failure until conditions improve in its favour.
Current Realities
Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their focus does not switch to internal issues. And although their task will now be much harder after latest incidents, it remains very improbable that this will modify their basic position.
These two forces are driving the talks.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.
While new plans based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require continued Western support.
